Irena Agalliu is the lead for Energy and Climate Policy and Regulation Consulting team based in Houston. She has over 25 years consulting experience in energy and climate policy, development of regulatory frameworks, regulatory risk assessment, environmental and safety legislation and petroleum law and economics. She has led a multitude of projects helping governments develop legislation and establish governance frameworks that enable the sustainable development of natural resources. She has also worked with industry to analyze the impact of proposed legislation on investments and project economics.
In recent years, Irena has been leading multi-sector decarbonization policy projects across S&P Global Commodity Insights consulting organization assisting clients understand regulatory frameworks and business environment related to carbon markets, hydrogen, carbon capture, storage and utilization, e-mobility, low carbon fuels, sustainable aviation fuels and nature-based solutions. These projects have focused on analysis of regulatory and policy frameworks, identification of drivers and barriers to investment in energy transition and development of roadmaps and decarbonization pathways.
She has a JD from the University of Houston Law Center and an LL.M. from Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP) University of Dundee.
