Senior Director, Energy, Climate and Environment

Charles Franklin is Senior Counsel for Energy, Climate, and Environment in ACC’s department of Regulatory & Scientific Affairs, overseeing domestic and global energy and climate policy and advocacy.  Before joining ACC, Charles served as Vice President and Counsel for Government Affairs at the Portland Cement Association, focusing on energy, climate, environment, and safety policy.

Mr. Franklin spent 14 years in private practice at a prominent international law firm, advising clients on environmental, health, and safety law and policy, and 13 years as a specialist and Branch Chief at the Environmental Protection Agency, working on waste, chemical, and pesticide policy.

He earned his Bachelor’s Degree from the University of Michigan, his Masters Degree in Public Policy from the University of Maryland, and his Law degree from Georgetown University Law Center. He has written extensively on environmental law issues and previously chaired the American Bar Association (ABA) Section on Environment Energy and Resources’ (SEER) Pesticides, Chemical Regulation, and Right to Know (PCRRTK) Committee and Special Committee on Congressional Relations (SCCR).

He is also the proud father of two teenage girls and a mischievous golden retriever.
